Beijing, China, Sees High-Level Personnel Changes with Ma Jun and Mu Peng Appointed as Deputy Mayors

Beijing, China, is experiencing significant personnel changes with the recent appointment of Ma Jun and Mu Peng as deputy mayors of the city. The “Beijing Daily” reported on Friday, March 29, that the ninth meeting of the Standing Committee of the 16th Beijing Municipal People’s Congress voted to appoint Ma Jun and Mu Peng to their new roles.

Ma Jun, who has a background in education and financial budget management, previously served as the president of Beijing Normal University. Born in April 1969, Ma Jun is a doctor of philosophy, professor, and doctoral supervisor. He has an extensive career in academia, having worked at Sun Yat-sen University and held various leadership positions within the institution.

In May 2022, Ma Jun was appointed as the deputy secretary of the Party Committee and president of Beijing Normal University. However, in March 2024, he resigned from his position at the university to join the Party Leadership Group of the Beijing Municipal Government.

On the other hand, Mu Peng, born in May 1966, holds an executive master’s degree in business administration. Throughout his career, Mu Peng has held multiple leadership roles in Haidian District and Yanqing District in Beijing. He has experience in government administration and policy development, with previous positions including deputy district mayor and district mayor.

In March 2022, Mu Peng was appointed as the director of the Beijing Municipal Development and Reform Commission. Over the years, he has moved up the ranks within the city government, eventually serving as a member of the Party Leadership Group and Secretary-General of the Municipal Government.
