Rome – According to the confused declarations gathered by both political leaders and officials of the Marche Region, on September 15 there were five hours of “darkness” between the first floods and the start-up of the Civil Protection machine. Five hours in which the rescue was entrusted to the desperation of the moment rather than to a tested and coordinated regional emergency plan.
