In April 2024, some categories of Ukrainians may be left without a pension. This was stated by the human rights defender of the Ukrainian Helsinki Union for Human Rights (UGSPL) Natalia Yesina “Glavred” publication.

This applies to those who receive money on pension cards.

If you do not comply with the government’s requirements, pensions may be deprived of:

elderly displaced persons who entered the register of internally displaced persons (IDPs) until February 24, 2024; citizens who are in the temporarily occupied territory (TOT); persons living abroad; those who received veteran or disabled status before full-scale war.

According to the government decision adopted at the end of 2023, the above-mentioned categories of citizens must carry out identification by March 31 of this year. This can be done by visiting a branch of the Savings Bank or the Pension Fund of Ukraine.

The Pension Fund urges citizens living abroad to undergo identification using video identification or through the PFU e-services portal. However, it can be technically difficult.

For example, to log in to “Action” you need a code, which can arrive with a delay of several hours or even days, especially if the person is abroad. Also, the program may refuse, and in this case you will have to repeat everything.

Pensioners in the occupied territories have not had their pension accounts credited, but if the displaced persons who had this status before the full-scale war did not withdraw money for more than half a year, they need to undergo online physical verification also via video link.

To do this, you need to register in advance on the Pension Fund portal.

Human rights defenders of the Ukrainian Helsinki Union for Human Rights (UGSHL) emphasize that in case of impossibility of access to pensions for these categories of pensioners from April 1 of this year, a disaster may occur.

Because these persons may lack the physical and technical ability to perform all the necessary actions. This especially applies to pensioners who are in temporarily occupied territories and are not oriented in digital technologies.

“It is very difficult to do this in the occupation. It is even often a big problem for pensioners who live in unoccupied regions of Ukraine in villages or towns located not far from regional centers. If a pensioner has an ordinary old push-button mobile phone (and there are many of them), then he will not be able to do anything at all.” she said.
