The Chinese Communist Party’s official media Xinhua News Agency announced on May 31 the “Decision on Optimizing Fertility Policies to Promote Long-term and Balanced Population Development.” Among them, it said: “Implement the policy that a couple can have three children and supporting measures”, “organize the implementation of the three-child policy in accordance with the law”, and also “implement the gradual delay of the statutory retirement age”.
Three children, delayed retirement to prove the fact that the CCP is trying to cover up
In an interview with the Epoch Times reporter, Beijing legal scholar Zhao Ming (pseudonym) analyzed that the CCP is eager to introduce the three-child policy. On the one hand, it is undoubtedly the direct result of the unreasonable demographic structure exposed by the 2020 census, and even the absolute decline in the population. .
Half a month before the CCP announced the three-child policy (May 11), it announced that the 2020 census result was “total population 1.443 billion.” However, the Financial Times quoted an insider at the end of April as saying that the actual total population of the census was less than 1.4 billion, the first population decline since 1959. This may be the reason why the CCP has repeatedly postponed the release of population data this year.
Zhao Ming said: “The three-child policy is a hasty response to the long-term consequences of the so-called family planning policy that has been strictly enforced for nearly 40 years. It is the CCP’s customary move from one extreme to the other. Rescue, ultra-left politics has once again appeared.”
On the other hand, Zhao Ming said that it has been nearly six years since the CCP liberalized the second child in the second half of 2015, and now hastily introduced the three-child policy, which is enough to prove that the second-child policy is not effective.
According to official data from the CCP, the birth rate of mainland China has only increased in 2016 since the CCP introduced the second-child policy, and then fell for four consecutive years. In 2020, it will drop by nearly 15% year-on-year.
Zhao Ming said: “The reason for the poor effect of the second-child policy lies in the fact that the government is rich and the people are poor, and the party is rich and the people are poor. The reality that tyrannical methods such as high prices and high education expenditures ruthlessly plunder the people, couples of the right age do not want to have children, dare not have children, not having children, and having fewer children are the best and most rational choices for the people at the bottom.”
He cited the term “laying flat”, which has recently been popular on the Internet, and said that this accurately reflects the silent protest against the CCP from the bottom of the mainland.
He said: “The CCP is too vicious, too harsh, and too ruthless to the Chinese people. There is no investment in medical care, education, elderly care, toxic food problems, water, air, and soil pollution. In a prosperous age, the people are suffering in reality. Where is the willingness and motivation to give birth?”
He said that the postponement of the retirement age also stems from the CCP’s harsh governance. “The CCP officials enjoy the privileges of retirement and old-age treatment. The pensions are much higher than those of the people at the bottom, and the people at the bottom have only meager retirement and pensions. The CCP allows its officials and the privileged class of state-owned enterprises to enjoy high salaries, corruption, and squandering public funds. There is very little investment in retirement and old-age care for the people at the bottom. Now even the meager pensions of the people at the bottom cannot be guaranteed. Mainlanders: People who have three children and delayed retirement continue to be exploited
Mainland white-collar workers and corporate manager Ms. Yang told The Epoch Times reporter that the three-child policy and the delayed retirement policy were announced on the same day. The two are highly correlated and are related to the CCP’s difficulty in maintaining the demographic dividend.
She said: “We are really a hard-failed generation. Housing prices are high, education is expensive, and we have to work until we are 70 years old and have three children. Will the state help me raise it? And there is basically no chance at the workplace when we are 40 years old. In the market, we are under employment pressure and we are still being exploited in this way. There is serious aging, and no one fills the gaps with high pension turnover. Nowadays, high housing prices and economic development rely on demographic dividends, and the pension fund pool is provided by the working people.”

In response to the large-scale public grievances on the mainland, Beijing Times Observer Hua Po said in an interview with Epoch Times that on the one hand, people’s lives are under pressure, such as mortgage pressure and squeeze. The CCP has given birth to three children, but has not taken practical actions to resolve the pressure of the people. To reduce their burden.
On the other hand, Hua Po said that people’s grievances also stem from their dissatisfaction with the CCP’s original enforcement of the family planning policy. The ruling party allowed three children to have three children, but did not give due explanations and apologies for the family planning policy. Moreover, they are still controlling the people’s basic reproductive rights. This is an important reason why mainland people are unwilling to have more children.

Now, (the CCP) let Duosheng. Who would buy this account? The ruling party should give an explanation. They should apologize for the wrong policy that they implemented at the time. Hua Po analyzed: “Why didn’t (the CCP) completely let go of (family planning)? That is, the Chinese government wants power, and it is unwilling to take the hand of birth control completely away. But once the control is over, (the people) may be rebellious. Psychology, none of them may be born. This is caused by the ruling party, which at that time regarded family planning as a national policy and formed a law. Now, in the past 30 to 40 years, the evil results have been revealed.”
He said that the CCP’s delay in retirement is because on the one hand, it wants to continue to control birth, and at the same time, it wants to guarantee a certain amount of labor. He predicts that it is very likely that the delayed retirement policy will be implemented from the first generation of family planning (post-80s).
Hua Po believes that China’s population problem cannot be solved without fully liberalizing family planning. He said: “Heaven’s human rights, the number of births must be determined by the people themselves, how can they use power to make the people live or not? Use a law, use bloody means to stipulate that one more birth is illegal, an international joke. Family planning should be considered. The policy can be completely cancelled to solve the problem.”
