This was stated by the Minister of Education, Patrizio Bianchi, during the hearing on the programmatic lines of his dicastery, in front of the joint Culture committees of the Chamber and Senate at the Sala del Mappamondo.
“Of course, in these three years we have lost and do not recover these things in the summer, but from the summer onwards: the whole of next year will be and must be a constituent, even of the founding idea that it is not a question of resuming a school than before after this dramatic interruption. It is a job that we must all do together to go to a new school in the coming months, but it is a titanic, useless job that we are hiding. “This was stated by the Minister of Education, Patrizio Bianchi, in the reply before the Education and Culture committees of the Chamber and Senate. “In Italy the word school reform can no longer be said, each one presented a reform and I will not do it – he stressed – but almost 100 years have passed since the Gentile reform and we we have the duty to rethink the school beyond the emergency ».
«But it will also be necessary to increase school time – he continued – we have to get out of linear mechanics tot teachers-tot students. We also need more managers who have a fundamental function: we have not given the right weight to the burden of the commitments they have had, this must and must be recognized more in the contractual confrontation ».
During the hearing, the head of the Ministry of Education also stressed that “the pandemic as an external shock has exacerbated diversity and exposed situations that are no longer sustainable such as the right to education: we have an unsustainable rate of early school leaving. There is an explicit dispersion of those who cannot reach a degree, and those who achieve it but do not have the appropriate skills. We have to start building a bridge towards next year from the summer using funds already in the ministry, 150 million. Another 320 million will be made available for a support structure that projects from the summer to next year: we will begin to have a more open and interactive school with the territory, as part of a new school phase. Another 40 million are dedicated to educational poverty “with projects that” target peripheral and marginal areas: it is an action that must be seen in the logic of a rebalancing ».
«The ministry as it is today is no longer able to organize the specificity and complexity of the tasks. We are extending the age of education from 0 years to continuing education: we need a department that deals with higher technical training, we have to put our hand to the organization of the ministry and decentralized bodies “, the minister said.
The minister also spoke of the need for a reform of the Ministry of Education and overall governance. «Then the structures of the school system must be strengthened: the Recovery and Resilience Plan helps us a lot, just think of the investments for the younger group. The structure I found is not adequate to manage the difficulties we have -, continued Minister Bianchi, referring to the structures of the Ministry of Education. – We are expanding the age of education from zero to 6, but to that after 18, with post-diploma and continuing education. Within the organization of the ministry an adequate structure is needed, a department for professional and technical training, a department for ITS and permanent training is needed, ”the minister stressed.
«We need more cooperation between schools, universities and research. We are discussing with Minister Cristina Messa: it is difficult to think of the training of teachers closely linked to the discipline and not also to the teaching of that discipline. Access to the profession must be prepared, there is an intervention to be made on the university and to define the ways of accessing the courses thinking about the accompaniment of teachers also in their careers “. The minister claimed that there is a “waterproof CNR and instead – he added – we must put all research at the service of the school. I say this because I know the high quality of the Cnr department regarding training ».
«On disability we are comparing ourselves as equals with Europe. Instead, we need to do more on guidance reform, not to leave families and children alone; we need to link school cycles and orders more over time: even a three-year degree, ITS with dignity and strength, apprenticeships or experience abroad, volunteer work, must be possible options and viewed in time.
