At the Ordinary General Assembly of Affiliates, held virtually, not in person, on April 15, 2024, the Administrative Director of Comfacauca, Juan Cristóbal Velasco Cajiao, presented the Social Management Report and Financial Statements to the assembly employers present. of the Cauca Family Compensation Fund corresponding to 2023.
In this meeting, held from the auditorium of the Caja’s main headquarters in Popayán, the Administrative Director presented to the assembly members the most important actions and figures, coming from the care of affiliated workers and their families, during the year 2023.
“The delivery of these benefits is fulfilled, thanks to the contributions to the Family Subsidy System made by the business sector with a presence in Cauca that, under the administration of the Compensation Fund, materialize in programs and services that improve the conditions of life of the members and contribute to the social and economic growth of the department.”
Social Management Report
In 2023, $147,646 million were reported in contributions from the 8,396 affiliated employers, resources that guaranteed the delivery of subsidies, programs, projects and services to the 313,665 affiliated people, including workers, spouses and dependents.
Through this resource, around 968 thousand monetary installments worth of $44,571 million, 9% more compared to the previous year and were allocated
$20,483 million to subsidize the provision of services in education, recreation, training and credit. Likewise, $10,948 million were invested in in-kind subsidies, distributed in 67,986 school kits, 3,172 subsidies in technology for education, 2,084 tuition supports and 16,940 in academic pensions, 596 Comfabecas and 1,297 health aid.
With resources from the Social Interest Housing Fund (Fovis), 247 housing subsidies worth $8,328 million were assigned, 92% to workers affiliated with category A, that is, with incomes less than 2 SMMLV.
In the execution of the programs that are part of the Unemployment Protection Mechanism (MPC), Comfacauca allocated $14,069 million to 3,738 beneficiaries of unemployment benefits through economic transfers and contribution payments to the social security systems in health and pension. Complementary to this, in compliance with Decree 689 of 2021, 33,372 active workers were trained in a 100% subsidized manner. In turn, the Employment Agency, which celebrated 10 years of presence in the department, registered 1,117 companies which registered 6,032 job vacancies filled by 4,824 job offers with the participation of young people between 18 and 28 years old, women, victims of the armed conflict. , people in social reintegration processes and with disabilities.
In education and culture, a fundamental pillar for Comfacauca, 2,069 students were enrolled in the technical colleges of Popayán and Puerto Tejada, and in the Comfacauca Business Educational Center with in-person coverage in Popayán and virtual coverage throughout Cauca. 94,547 users were registered in the training processes for work and human development, in the in-person and virtual modalities, the latter through the Crehana platform; and in the Comfacauca libraries, 375,586 uses were served and the decentralization of the service in municipal educational institutions was promoted.
In higher education, the Comfacauca University Corporation (Unicomfacauca), accredited in high quality, linked 3,147 students in its nine undergraduate programs and two technologies, highlighting the opening of its new university degree in Civil Engineering, which begins its first cohort in the 2024. At the postgraduate level, 130 students were registered and in continuing education 8,237 participants in courses, seminars, diplomas and workshops.
With the Comprehensive Early Childhood Care and Complementary School Day programs, 16,846 children and young people, located in 34 municipalities of Cauca, benefited. These care models are a regional and national reference, as an example of inclusion for the vulnerable population and contribution to care, teaching and the generation of new talents in art, sports and technology.
In recreation, sports and tourism, 1,283,968 uses were served in the six recreational and sports centers of Comfacauca, located in Popayán, Santander de Quilichao and Puerto Tejada; as well as in programs and events outside the infrastructure.
For the Compensation Fund, its work and commitment to recreational and competitive sports is strengthened through training in various modalities, trained instructors and an innovative infrastructure appropriate to the demands of sports and athletes. Also highlighted are the events and activities in recreation and tourism, both owned and under agreement, aimed at older adults and the disabled population, with more than 17 thousand uses.
In the Comfacauca IPS, located in the municipalities of Popayán, Santander de Quilichao, Puerto Tejada and Miranda, 521,689 health activities were achieved with care for 32,614 people. In this sector, consultations are offered in general medicine, specialized medicine, dentistry and oral hygiene; in addition to health promotion and disease prevention activities, diagnostic aids and vaccination.
The social credit fund was strengthened by expanding its value to $52 billion, representing greater access to credit with favorable interest rates for workers who earn less than 4 minimum wages. In this way, as of December 31, 2023, 4,042 credits were found active for $46,902 million; and during this same year, 2,037 loans worth $26,594 million were approved, of which 85% went to workers with categories A and B.
Through technical cooperation, Comfacauca, in alliance with the European Union and the Alpina Foundation, led the continuation of the project “Economic and social empowerment of rural women in southern Cauca”, which linked 800 women from the municipalities of Argelia, Balboa, Sucre , Merchants and Roses. With the support of the Opportunity Territories program of USAID, ARD and Tetra Tech Colombia, the operation of the project “Contribute to the comprehensive transformation of the municipality of Algeria, through the strengthening of the non-traditional economy” was carried out, aimed at strengthening sports, administrative and economically 3 sports clubs made up of 2,500 children and young people. At the same time, the execution of the “Resilient Youth” program of ACDI VOCA – USAID, benefited 350 rural children and young people affected by the conflict in the municipality of Caloto, who were linked to healthy networks, training in resilient skills and the generation of environments protectors.
As part of the investments in social infrastructure, in 2023 $16,603 million were executed in the continuation of the work of the Caña Dulce de Santander de Quilichao recreational center; and $10,657 million in the construction of tower I of the new administration and services headquarters of Comfacauca, located in a strategic sector of Popayán. Likewise, a physical conditioning center and 8-a-side soccer field on natural grass were built at the La Ceiba recreational center in Puerto Tejada, with a budget execution of $278 million.
Administrative and financial processes continued to be strengthened by expanding technical and operational capabilities and implementing specialized software. In addition, the nearly one thousand Comfacauca employees were trained according to the needs of their functions and the requirements of the market, parallel to a voluntary well-being program that ensures the care of their health and emotional and mental well-being. Precisely, in order to strengthen the formulation and execution of this well-being program, a characterization of the employee, his family group and the environment where he resides was carried out.
At the end of the reference period, Comfacauca reflects a favorable financial situation with assets of $511,175 million, liabilities of $63,841 million and equity equal to $447,334 million. Income from ordinary activities represented $185,665 million and a surplus equal to $37,545 million was obtained.
