Huai Jinpeng, who previously served as Secretary of the Party Leadership Group, Executive Vice Chairman, and First Secretary of the Secretariat of the China Association for Science and Technology, has been appointed Secretary of the Party Leadership Group of the Ministry of Education of the Communist Party of China in July 2021. Chen Baosheng, the current Minister of Education, reached the ministerial retirement age of 65 in May this year. According to public information, Huai Jinpeng was born in 1962, a native of Jinan, Shandong, and was elected an academician of the Academy of Sciences in 2009. Since 2015, he has served as Vice Minister of the Ministry of Industry and Information Technology, Deputy Secretary of the Tianjin Municipal Party Committee, Secretary of the Party Group of the China Association for Science and Technology, Vice Chairman of the Standing Vice Chairman Committee of the Ninth and Tenth National Committee of the China Association for Science and Technology, and the first secretary of the Secretariat.

Huai Jinpeng has an aerospace background. He has served as a teacher, deputy director, director, deputy secretary of the party committee, vice president, and executive vice president of the Computer Department of Beijing University of Aeronautics and Astronautics. In May 2009, Huai Jinpeng served as Deputy Secretary of the Party Committee and President of Beijing University of Aeronautics and Astronautics, and was promoted to the rank of Deputy Minister.
