Fighting proxy wars; but in the international arena, the CCP’s position is ambiguous. On the same issue, the CCP adopts different propaganda strategies and focuses on different occasions and different audiences.
On March 19th (March 19) after the end of the phone call between US President Biden and Chinese Communist Party leader Xi Jinping, Chinese Vice Foreign Minister Le Yucheng said at the “International Forum on Strategy and Security” at Tsinghua University in Beijing that NATO and the United States should be responsible for the Russia-Ukraine war .
Le Yucheng also said that the reason why Europe will reignite the war, “should reflect on the Cold War mentality and power politics”, and NATO should disappear in the process of history like the Warsaw Pact, instead of being more united and threatening Russia’s security eastward.
Le Yucheng also claimed that NATO and the United States are using Ukraine to fight a proxy war, which is “extremely immoral”, and criticized the United States‘ Indo-Pacific strategy for “making trouble everywhere.”
Compared with Le Yucheng’s tough and offensive remarks, Qin Gang, the Chinese ambassador to the United States, was low-key and reserved to the American media two days after the call with Xi Jinping (20th), and was ambiguous in explaining his position on the Russian-Ukrainian war.
On March 20, Qin Gang stated in an exclusive interview with CBS that the CCP would not provide arms and ammunition to support Russia’s war against Ukraine, and would provide help to ease the crisis.
When asked why the CCP could not publicly condemn the Russian aggression, Qin Gang said it was naive and useless. The host asked, “If it doesn’t condemn and prevent Russia from advancing the war, how can (the CCP) help?” Qin Gang did not answer directly.
On the same issue, within a similar period of time, two CCP officials made different statements on different occasions, both inside and outside the country, which shows that the CCP’s propaganda system adopts completely different propaganda strategies when targeting different audiences.
Le Yucheng’s remarks are aimed at the Chinese people, and his rhetoric is tough and full of struggle, reflecting the propaganda strategy of inciting and brainwashing the domestic people with the wolf warrior diplomacy model; while Qin Gang’s remarks are aimed at American political circles, international media circles and people abroad. Its rhetoric is moderate and flexible, and it has been vague on key sensitive issues, which reflects another deceptive propaganda tactic of the CCP’s so-called “great power” diplomacy.
In addition, the speech of the Chinese Vice Foreign Minister Le Yucheng also revealed that the Chinese Communist Party wants to see the world situation show differentiation, rather than unite under common universal values. He also alluded to the post-World War II international order dominated by the United States and Western allies as a “small circle” that undermined regional security and stability.
Ji Da, an expert on China in the United States, said that the CCP regime is against universal values. It is a destroyer of the current world order. It does not want Western countries to unite. The CCP needs to disintegrate and disintegrate the relationship between the EU and European countries and the United States, and the isolated and divided world will facilitate the CCP to “break down” each.
