Guide to the IO app: what it is and how it works

Many Italians only got to know it last December, when the Cashback operation was launched to reward digital and traceable payments (which in all likelihood will end in June), but the IO application, created by the digital transformation department in collaboration with PagoPA and other entities, it is (or should increasingly be) the reference point for relations between citizens and the public administration.

So says the law that establishes its existence, that is, article 64 bis of the new Cad (the digital administration code, established in 2005 and updated several times): precisely the thrust of the Cashback and other bonuses, such as the 2020 holiday bonus, gave the downloads, which in May amounted to nearly 12 million against 4.2 last November. A year ago there were just one million, but on the other hand the official debut had only taken place in the previous April, in the midst of the first pandemic wave.

What is IO
The objective of the application is therefore to function as a hub for alerts, payments, communications, messages, bonuses and other tools of the various central, regional and local administrations. By allowing people to settle the paperwork quickly open, get certificates and certificates without queuing at the offices, pay the car tax and so on. In recent months, the problem has been precisely this: few services available to citizens, why IO has long been a nice empty box. However, more and more entities have brought their services on board and many will join in the future.

How to access the IO app
Once you have downloaded the application from the Apple or from the Play Store of Google, the connection is allowed through the SPID, the single access system with digital identity to the services of the Public Administration and private adherents. You can also enter with the Cie 3.0, the electronic identity card with Pin, Puk and applications such as Cie Id, developed by Poligrafico and Zecca dello Stato and available for smartphones with Android 6.0 or higher operating system or iOS 13 or higher, if equipped with NFC technology.

In this case, just start the app for the first time, register the Cie by inserting the 8-digit Pin, bring it close to the device when prompted and authenticate. It is then necessary to indicate a Pin and register the fingerprint or enable access with facial recognition. Attention: to ensure greater safety, access with Spid or Cie va renewed every 30 days, regardless of the last session performed.

What’s on IO: the Messages section
The main sections of the app are Messages, Wallet and Services, in addition to the one dedicated to the personal profile. In the first there are all the incoming communications from the entities that offer their services through the app. But you can also set reminders for deadlines or pay a notice directly from the message. In the mailbox you can find payment notices, deadline reminders, notifications and various updates. Messages can be archived, but not deleted and cannot be replied to, at least for the moment.

What’s on IO: the Portfolio section
In the Wallet section, which many Italians have learned about with Cashback, you will find all the registered payment methods (essentially cards and other methods via app, even supermarket payment cards), bonuses and discount cards and history of transactions made with PagoPA. From this section you can pay all paper payment notices bearing the PagoPA logo: just scan the QR code printed on the notice and complete the balance in a few seconds.

What’s on IO: National Services
The heart of the app, at least in perspective, is the Services section. They are organized into two sections: National Services and Local Services. Among the first are those offered by Aci (notices, car tax, certificates and attestations of ownership), from the agency of Come in (only the Holiday Bonus), from the ministry of Work, of the Interior (such as the application for citizenship) or of theEconomy (for now only the Cashback). At the national level there is not much. On a local scale, however, also by virtue of a series of calls for non-repayable contributions from Innovation Fund, something is moving: according to different legislative deadlines, the Municipalities must adopt the Spid digital identity as a credential to use the online services, starting in parallel the transfer of the services on the IO to make them usable by smartphone, with the attached activation of the reception of the payments via PagoPA.

What’s on IO: Local Services
For local services, it is advisable to proceed by geographical search, indicating the Municipality. For example, Roma Capital provides the services of the branches for construction and production activities, that of Milano the payment of local taxes and notifications on access to Area B, in addition to the expiry of the identity card. Again: that of Naples will soon activate cemetery services, school meals and nurseries, while Torino It already offers a good number of possibilities, such as paying rent and leases, enrolling in daycare centers and a series of reminders. And there are also many small municipalities that offer a large number of services: the bodies present can be identified also from the official website. At the end of May, the services available were 12 thousand from 5 thousand public bodies (95% municipalities that mostly offer registry services, taxes and schools), but almost 30 bodies a day go on board the platform on average, bringing them as a dowry. of citizens 50 new services. And on average, 3.4 million people log into the app every week.

There isn’t much else on IO, apart from the Settings in the section of the Personal Profile. Anyone who has doubts during use can move in two ways: touch the question mark at the top right of each section to receive clarification on the most frequently asked questions for that kind of operation; send a report suggesting an improvement or a feature (the app is open source), or start a chat session with the digital team.
