Pnrr, Giorgetti: some objectives are at risk with the war in Ukraine

“The worsening of international scenarios could jeopardize the achievement of some objectives included in the PNRR”: this was stated by the Minister of Economic Development Giancarlo Giorgetti in a hearing with the Industry Committees of the Chamber and Senate about the state of implementation of the PNRR by 2021. The reference is to energy problems, following the Russian invasion of Ukraine which affect manufacturing in particular. “We must not waste a unique opportunity like the PNRR” underlined the minister.

Manufacturing at the center of policies

“Relocating the manufacturing sector to the center of macroeconomic policies is a necessary choice, as well as an opportunity due to the weight that industry still plays in building GDP in our country,” said Giorgetti. “This means that serious work is needed, which cannot be exhausted in the time frame of the implementation of the NRP, to simplify the rules, procedures as much as possible and reduce the bureaucratic burdens that condition the start-up and carrying out of business activities in the our country ”, added the minister.

For half the year, Mise will mobilize 17.5 billion

Considering the interventions “activated in 2021 and those to be implemented by the first half of this year, the Mise will have mobilized in the middle of 2022 a share of resources equal to 17.5 billion, corresponding to 98.2% of the funds of the Pnrr assigned to this department “said the Minister of Economic Development, explaining that” if we add to these resources those provided by the complementary fund, corresponding to a further 5.6 billion for transition 4.0 and 1 billion for the strengthening of innovation agreements, we can affirm that a year after the approval of the Plan we have already made over 24 billion available to the production system “.

“We are about to sign the financing agreements with Cdp Venture capital to make operational two funds of 250 million and 300 million respectively for direct and indirect investments in start-ups and spin-offs operating in the ecological transition and digital technologies sectors” he announced Giorgetti. “After the signing of last year’s decree, in the spring we will also open the counters for the fund for female entrepreneurship,” added the minister.

To companies for “Ipcei” projects 1.5 billion

Giorgetti also explained that “for the participation of companies in IPCEI, European projects in strategic value chains, 1.5 billion are allocated, to which national resources are added”. “In the coming months, we will notify the Commission of the projects on hydrogen and microelectronics 2, followed by those on the cloud and health,” he announced. “We asked the Mef to arrange the refinancing of the instrument, which is of crucial importance, also for the possibility of overcoming the ordinary limits on state aid, to keep companies hooked on the frontier of technological innovation”, said the minister again. .
