The soldiers of the Investigative Unit of the Provincial Command of Trapani have notified the measure of house arrest to the regional deputy of the Democratic Party, Dario Safina. As part of the same investigation, the general director and the administrative director of “Trapani Servizi” spa, a company that manages waste collection activities in the city, were notified of the residence ban in Trapani and Erice, and of the temporary ban on carrying out entrepreneurial activity for one year as energy manager for Sicily of a company operating in the public lighting sector. They are under investigation for bid rigging and corruption.
At the center of the investigation, coordinated by the Trapani Prosecutor’s Office, is the illicit activity of managers and collaborators of the municipal company “Trapani Servizi spa” who allegedly rigged the 2020 and 2021 competitions for the selection and designation of the company’s general manager and for the appointments of an external collaborator and the technical director. The two managers under investigation, recipients of the residence ban, are Carlo Maria Baldassare Guarnotta and Giuseppe Ullo. The regional deputy, former councilor for public works of the municipality of Trapani, is accused of having piloted, when he was in office in the council, the “project financing” tender for the maintenance of public lighting, informing the Messina entrepreneur Valerio in advance Christian, energy manager for Sicily of a company in the public lighting sector, the timing of publication, the contents and the basic amount of the tender, thus allowing the company to obtain the award of the procedure with the presentation of a better offer compared to those of competitors. Furthermore, Safina would have promised to entrust the company, outside of any insolvency proceedings, with the work of renovating the lighting of the “Campo Aula” and “Campo Coni” sports facilities.
In a note sent from house arrest, the regional deputy of the Democratic Party says he is “serene, with a clear conscience and confident in the work of the judiciary”.
