Viviana Veloz: report with reforms to the COIP was approved by the Commission unanimously

Some of the reforms were debated in the previous legislative period, before the death of the Crusader. In the plenary session, 88 modifications to the COIP will be discussed.

Viviana Veloz (Citizen Revolution), first vice president of the National Assembly, said that the report with the reforms to the Comprehensive Organic Penal Code (COIP) that will be known today, February 15, 2024, in plenary session was approved unanimously in the Commission of Justice on February 9, 2024.

This legislative body is made up of five parliamentarians from the Citizen revolution (Fernando Cedeño, Viviana Veloz, Sixto Parra, José Agualsaca and Henry Bosques); two of the Christian Social Party (Roberto Cerda and Vicente Taiano); one of National Democratic Action (María Fernanda Araujo); one of Good people (Fernando Jaramillo), and a independent (Carlos Rodríguez).

What the legislator did point out is that in the article 658 of the COIP A cause was added that responds to international standards established in various rulings of the IACHR regarding the review of judicial processes and fraudulent res judicata.

Regarding the concern of the Prosecutor’s Office that the reforms to the COIP seek to force the Public Ministry to archive previous investigations whose crimes have not yet prescribed, and to provide information from previous investigations, Viviana Veloz affirmed that this is not a Citizen Revolution proposal. “These proposals were collected from the previous period and from previous legislators,” she said.
