The one proposed by Marco Moretti, provincial secretary of the Flc, initials of the CGIL school, is a recipe based on experience and common sense.

The phenomenon

Moretti analyzes the phenomenon of “migration” in the school, underlining how “the tenured positions here are very attractive, there is always movement, both for teachers and for Ata staff, but interprovincial displacement is not so automatic or simple, the national contract provides for a percentage of places reserved for those who move from province to province, and the passage can be long “.

With public bodies, Moretti emphasizes, “such as INPS or even local school offices, there are probably more places”, and this increases the chances of transfer along the North-South axis. And this is the point: why are there all these places? “Perhaps because the competitions are not banned and the places remain vacant, and this allows the filling with transfers.”

The solution

The solution, therefore, lies in stopping this perpetual motion gear: «Competitions must be held, for teachers and state staff, on a regular basis, to fill the places that are freed up with retirements or exits. In many situations we work dramatically understaffed, missing posts must be assigned regularly “, underlines the FLC CGIL secretary,” the ministries and therefore in the Government save on staff with individual workloads that have increased heavily over the years “.

The numbers

There are 127 tenured professorships to be filled in the Marca due to a “migration” – especially towards the South – involving a total of 580 teachers. In recent days, the Treviso Superintendency formalized the transfers within the province and outside the province of permanent teachers of all orders and degrees, support included. Among the most significant figures is the hundred or so teachers who, from the school year 2022-2023, will work outside the Marca, freeing up positions that will be occupied in the summer with the next new appointments or, secondarily, with substitutes. Of the 127 outgoing, 79 will be destined for other regions, with prevalence in the South: Syracuse, Naples, Crotone, Catania and other destinations.

A migration that will occur primarily at high school level, where 34 will leave the Marca and Veneto.

There is an inevitable parallel with the large number of applications for extra-provincial substitutes – South in the first place – arrived at the Treviso school office in the last hours: “It will be difficult to fill all the places available, it will be necessary to see if candidates from other regions consider the proposal for a chair with respect to the possibility of making ends meet ”, underlined Salvatore Auci, secretary of Snals Treviso.
