Strictly abide by the “three barriers” of construction waste management and effectively maintain the ecological and livable environment

In 2021, the Haining Municipal Comprehensive Administrative Law Enforcement Bureau will focus on the five key administrations of construction waste management, and combine activities such as “guarding the roots, ensuring safety, and doing practical things” and the “Hundred Days of Toughness” of the Security Conference to implement responsibilities and comprehensively strengthen Haining. The city’s law enforcement management of construction waste has boosted the standardized management of construction waste in Haining.

Publicity and guidance, and strictly abide by the law-abiding awareness of construction waste transportation. The Municipal Comprehensive Law Enforcement Bureau actively publicizes and guides, and raises the law-abiding awareness of construction waste strict personnel from the source. The Yanguan Detachment gave full play to the role of the ecological film director of each village (community) in Yanguan Town, established a construction waste publicity group, persistently strengthened the publicity and guidance of the standardized disposal of construction waste, and continuously improved the consciousness of the masses to standardize the disposal of construction waste. At the same time, take the opportunity of examining and approving construction waste, visiting construction sites, etc., to distribute publicity materials to employees in the construction waste industry such as transportation enterprises, construction units, construction units, etc., to publicize the importance of standardizing construction waste transportation and disposal and related laws and regulations.

Consolidate responsibility and strictly abide by the approval and transfer of construction waste transportation. The Municipal Comprehensive Law Enforcement Bureau strictly follows the approval process and rationally uses the construction waste management service system. Yanguan Town has implemented two construction waste approval commissioners to be responsible for the approval of construction waste transportation in Yanguan Town. According to local conditions, the town-level Jingquan Road construction waste transfer station and the village-level Taoyuan construction waste transfer station have been established. We will actively promote the establishment of a municipal-level construction waste classification demonstration village in Taoyuan Village, Yanguan Town. In 2021, the Yanguan Team has handled 124 construction waste disposal permits and issued 1,997 construction waste permits.

Jointly enforce the law and strictly abide by the illegal disposal of construction waste transportation. The Municipal Comprehensive Law Enforcement Bureau implements the daily inspection mechanism, cracks down on the illegal activities of stealing and smuggling construction waste, strictly enforces the law without favoritism, and has zero tolerance for violations of laws and regulations. The Yanguan Detachment coordinated the traffic police, road administration and other departments, established a joint law enforcement team for construction waste, and organized “surprise operations” for the smuggling of construction waste by construction vehicles from time to time every month. The Jianshan New District (Huangwan) team investigated and dealt with an incident in which 65 vehicles of construction waste were stolen late at night. A total of 65 vehicles were stolen, nearly a thousand cubic meters.
