Song Yang said: “As always, it is full of big talk and pretty words. Moreover, the tune is very high, and the old tune is repeated. Who will supervise the content of such a gorgeous and high-key document? There is no real effective supervision. , It will definitely not be implemented.”

He said that although the “Outline” puts forward a number of convenience measures, such as “the full implementation of approval services “immediately, online, nearby, one-off, self-service”. Resolutely prevent the use of filing, registration, administrative confirmation, soliciting opinions, etc. Set up administrative licensing matters in a disguised manner.” However, the full text of the document did not mention how to supervise the implementation. Song Yang believes that this is the key issue.
