Pd-Article 1, on the unknown rapprochement of electoral and administrative law

Enrico Letta «He has certainly taken an important step forward. That fracture of ’17 -’18 is over. The rift between all of us has not been overcome, not just the Democratic Party, there is a piece of the people who no longer believe in the left. To unite yes with courage and without fear, but to change ». Thus the secretary of Article one, Roberto Speranza, concluding the party congress. In fact, accepting the thought of the secretary Pd Enrico Letta. “The invitation is that this path leads in the autumn to a discussion among us that makes us completely put aside the history of 2018”.

What unites

By now the season of Renzism in the Democratic Party belongs to past geological eras, and between the Democratic Party and the left that left the party to found Article 1 there are many themes that unite: from the centrality of Work and welfare to tenergy ransitionpassing through the social issue which, with the economic impact of the war in Ukraine, promises to be the real theme of the coming months. Furthermore, Pd and Leu (and, albeit to a lesser extent, the M5S) have cemented their agreements in support of the Draghi government, where they often found themselves having to respond together with the requests of the “allied” League.

The unknown factor of the electoral law

But whether this newfound Pd-Article 1 agreement can lead to a real merger in view of next year’s policies also depends on the electoral law. With the current Rosatellum, it is more likely that it will remain in the footsteps of the current coalition alliance. But if we were to arrive at a proportional with a threshold of barrage elevated (as requested by the M5S, by Speranza and as not excluded by Letta himself), it would open the way to a single list. Even if the road to changing the electoral law is all uphill, given that the center-right must also be convinced (which is not easy in a pre-electoral phase)

The outcome of the administrative

If the alliance between the Democratic Party and Article 1 is also cemented in local administrations (even if in the territories the left appears within civic lists), the next administrations will still be a test case. In the provincial capitals to vote next spring, 80% has also formalized an alliance between the Pd and M5S. Conversely, actually as important as Genova e Palermo the Democratic Party was unable to keep the Renzians of Italy alive as well. But if at the test of the polls the M5S should not prove decisive to win, inevitably Letta would be led to seek an agreement with the Renzians (even more so if the latter were to keep with a good result). This could increase the distance with Hope and his companions.
